Part 135 operators may now participate in the beta release version of the computerized pilot records database (PRD). The program has been under development for several years and will eventually require air carriers, air-taxi operators, and fractional operators to access the database to evaluate “any relevant records maintained therein pertaining to an individual before allowing that individual to begin service as a pilot.”

 


The FAA airman records, such as pilot certification and failed practical tests that occurred on or after Aug. 1, 2010, will be available in Phase 1 of the beta release “so an air carrier or operator can make an informed hiring decision.” Until PRD is fully developed, however, operators will continue to be required to request records from an individual’s current and/or previous employer(s).

 


In December last year, Part 121 operators were invited to participate in Phase 1 of the beta release, and the agency said the program has developed sufficiently to release an information for operators bulletin (<a href="https://content.govdelivery.com/attachments/USAFAA/2018/05/25/file_attachments/1013787/InFO18005.pdf">InFo 18005</a>), which invites Part 135 operators to voluntarily participate. Subsequently, Part 121, 135, and 91K operators will be mandated to use the PRD.&nbsp;

 


Once access is provided to the PRD, all Part 119 certificate holders and fractional ownership program managers will be able “to access certain FAA records for a consenting individual seeking employment with those employers.” Complete PRD background discussion and recommended actions are contained in an earlier publication (<a href="https://www.faa.gov/other_visit/aviation_industry/airline_operators/airline_safety/info/all_infos/media/2017/InFO17019.pdf">InFo 17019</a>).
