An <a href="https://www.easa.europa.eu/system/files/dfu/NPA%202017-17.pdf">EASA notice of proposed amendment</a> (NPA) that would revise and expand flight-time limitations (FTL) on certain operations has raised concerns from the European Business Aviation Association. It would broaden FTL rules to cover air taxi, emergency medical services and single-pilot commercial operations. The proposed amendments are also intended to ensure standardization and harmonization of requirements across the EU. Comments are due by January 31.

 


EBAA did not describe precisely what its concerns are, other than saying it has “requested revision of the published NPA to incorporate agreed concepts together with a delay for the consultation.” This NPA was developed ostensibly based on the “agreed concepts” by rulemaking groups in which EBAA participated. The association is asking for member comments and said it “will compile, analyze, and share the feedback [with EASA] before the end of December,” with the expectation that EASA will publish a revised NPA.&nbsp;

 


EBAA said it it plans to review the revised NPA in the first week of January. Tentatively, in the second week of next month, EBAA will conduct a webinar to gather member feedback on the revised NPA and will then submit this feedback to EASA before January 18.
