Kerry Lynch stepped into the role of editor of the&nbsp;Aviation International News&nbsp;monthly magazine in May 2022 after serving with&nbsp;AIN&nbsp;for eight years. She joined&nbsp;AIN&nbsp;in December 2014 as a senior editor covering Washington and business aviation news. She has also served on Convention News teams, including as editor of&nbsp;HAI Convention News. Lynch previously spent 25 years with Aviation Week. During her time there, she reported for and later steered&nbsp;The Weekly of Business Aviation, oversaw business aviation content on the&nbsp;Aviation Week Intelligence Network, served on the&nbsp;Show News&nbsp;staff, and held roles as the Washington columnist for&nbsp;Business &amp; Commercial Aviation&nbsp;and&nbsp;Overhaul &amp; Maintenance&nbsp;monthly magazines. In 2021 she was honored with the National Business Aviation Association Platinum Wing Award for lifetime achievement in journalism and was the 2004 recipient of the National Air Transportation Association’s Aviation Journalism Excellence Award. She also has been a recipient of an Aerospace Media Award for business aviation (2022) and NBAA Gold Wing Award (2003, 2024). Lynch graduated from The Ohio State University with a bachelor of arts in journalism.

The U.S. Congress finished work on its <a href="https://www.ainonline.com/aviation-news/business-aviation/2017-05-03/faa-set-small-funding-boost-federal-funding-bill">FY2017 funding package</a> last week, providing $16.4 billion for the FAA and rolling over language reiterating opposition to proposals to carve the air traffic organization out of the agency. The $1.1 trillion government-wide spending package was signed into law on May 5, following House passage on May 3 and Senate approval May 4.


The spending package, H.R.244, won praise from business and general aviation industry advocates for its focus on areas such as certification, alternative fuels research and NextGen. The package also earned praise because it rolled over report language included in a previous version of the spending bill that noted, “The attempt to remove the [ATC] system from the FAA is fraught with risk, could lead to uncontrollable cost increases to consumers and could ultimately harm users and operators in the system.”


“We appreciate the strong support shown by Congress in this omnibus measure for general aviation, especially in the critical areas of safety, certification, and the transition to an unleaded avgas—and in raising strong concerns about the attempt to remove the U.S. air traffic control system from the FAA,” said Pete Bunce, president and CEO of the General Aviation Manufacturers Association.


NBAA further highlighted language that provides the FAA with more flexibility in using its funding, something that NBAA president and CEO Ed Bolen said provides “the agency with more tools in its toolbox to help ensure that its programs have stable, predictable funding.”


The inclusion of the language surrounding ATC reform also drew praise from the helicopter community. Helicopter Association International expressed concern that proposals to carve out ATC from the FAA would give control of the system to an organization “dominated by the airlines [that] has the potential to steer resources and investments toward airline-centric needs.”&nbsp; The language in opposition to the proposal, said HAI president and CEO said Matthew Zuccaro, reflects the desire of appropriations leaders “to ensure all Americans’ fair and equitable access to the National Airspace System,” said Zuccaro.
