The Babylon, N.Y. zoning board has approved the construction of a large retail outlet within the runway protection zone (RPZ) of Runway 14/32 at Republic Airport (FRG) in Farmingdale, N.Y. The FAA defines the parameters of the zone, but it has limited enforcement power since the RPZ is not on airport property. Recently, the FAA was similarly powerless to prohibit Oxford, Conn., from changing its residential zoning laws, permitting construction of a 94-unit housing development within the 65-decibel noise contour of Waterbury-Oxford Airport (OXC). The houses are planned to be built in the area surrounding the middle marker of the ILS to Runway 36 at OXC.
