France has introduced new advance passenger information and passenger name record (API/PNR) reporting requirements for business aircraft charter operations. These regulations apply to commercial flights arriving in or departing from any French territory, except those operated entirely within mainland France. International business flight information specialist OpsGroup summed up the new requirements: strict enforcement starts on Oct. 1, 2026. “Getting it wrong could result in a fine (up to €50,000).” Passenger data must be sent twice: once 48 hours before departure, and again at the time of departure, “using the final and accurate passenger manifest.” The API/PNR mandate does not replace customs or immigration requirements. There is no regulatory change for private flights.
