EASA has issued proposed rules to establish “detailed noise requirements” for vertical takeoff and landing aircraft (VCA). These new regulations are intended to: ensure that new VCA are designed to minimize noise; provide a level playing field for manufacturers; provide certified noise levels for reference to European Union (EU) member state authorities responsible for land‑use planning and for granting VCA operational authorizations; and maintain a high level of environmental protection in Europe. Although the EU has recently adopted regulations to provide a consistent regulatory framework for safety, airworthiness, and operation of innovative air mobility, such as VCA and unmanned aircraft systems, these regulations do not relate to environmental protection and thus do not provide the requirements to ensure the environmental compatibility of VCA. Comments on the proposal are due by Nov. 21, 2025.
