This&nbsp;notice of proposed rulemaking would&nbsp;require&nbsp;certain large&nbsp;commercial&nbsp;airplanes&nbsp;to be equipped with a takeoff performance monitoring system (TOPMS). The proposal&nbsp;applies to&nbsp;new designs and some already approved designs, including&nbsp;aircraft that are&nbsp;still in production and operated in commercial air transport. The objective&nbsp;of the requirement&nbsp;is to mitigate,&nbsp;using an onboard alerting system, the risk of accidents or incidents caused by&nbsp;the flight crew using&nbsp;erroneous takeoff performance parameters and takeoff positions. Such errors have&nbsp;been connected to runway excursions. Comments on the proposal are due by Oct. 3, 2025.&nbsp;
