<p>A notice of proposed amendment (NPA) aligns Canada’s Standard 223 (operation of leased aircraft by non-registered owners) with ICAO standards. Specifically, the NPA clarifies requirements for the acceptance or approval of aircraft leasing arrangements, including those linked to airworthiness; authorizes foreign operators’ maintenance release procedures; establishes a requirement for a foreign civil aviation authority to authorize Canadian operators’ maintenance procedures for aircraft in that foreign registry; clarifies procedures for determining the responsibility for maintenance release and for the airworthiness of aircraft; creates procedures to consider and record the responsibility for signing maintenance releases; and ensures compliance with airworthiness directives. Comments on the NPA are due by June 27, 2025.</p>
