Transport Canada Civil Aviation (TCCA) has proposed regulations that would mandate that private and commercial aircraft operators, airframe and equipment manufacturers, and Nav Canada have search-and-rescue procedures and avionics that comply with ICAO’s Global Aeronautical Distress &amp; Safety System (GADSS). The regulatory framework is flexible, based on aircraft mtows and seating capacity. In many respects, the regulations will codify many of Canada’s existing search-and-rescue processes that operators are now using in their current aircraft tracking activities. However, the proposed applicability could implicate additional operators who would need to obtain the appropriate tracking capabilities, SOPs, and supplemental type certifications. There is also a potential that some equipment manufacturers could see supply chain issues in sourcing the necessary technology and equipment, causing production delays. Consequently, compliance dates would not start before 2029. Comments on the proposal are due by Oct. 17, 2025. Some aviation interests are expected to ask for additional comment time.
