Australia's Civil Aviation Safety Authority has issued proposed aviation rulemaking that would create new classifications for non-hire “business transports” and “owner transports” that removes them from inadvertently being classified as “air transport operations” requiring them to obtain a Part 119 air operator certificate. Following the recent introduction of revised operations regulations, some business and owner flights may be classified as air transport operations even when they are not offered to the public and are conducted “in circumstances that more closely resemble private operations.” This issue has been managed by a temporary exemption.&nbsp;Under the proposal, non-commercial business and owner air transportation become two new categories of private operation under Part 604: the temporary exemption would be replaced by a permanent regulation; and a “no-fee” notification will apply to private business and owner operations. Comments on the proposal are due by Sept. 14, 2026.
