Canada Joins GCAP Fighter Program as First Observer Nation

Fourth member of international program will gain ‘privileged’ access

Canada has become the first “observer” nation to join the trinational Global Combat Air Programme (GCAP) effort led by Italy, Japan, and the UK. A joint statement from the four governments said observer status gives Canada “enhanced insight” into the program and a chance to deepen its understanding of GCAP’s governance, capabilities, and industrial framework, along with related security requirements and partnering opportunities.

While Canada will not have a decision-making role, the UK Ministry of Defence said the arrangement gives Ottawa privileged access and paves the way for talks on future participation.
