Boutsen Aviation is offering dry leases on a Cessna Citation II/SP based at Cannes-Mandelieu Airport in the south of France. The Monaco-based aircraft sales agent has purchased the pre-owned aircraft in partnership with a private individual who wants to log only about 100 flight hours per year. Thierry Boutsen, owner of the company, said he has been receiving an increasing number of inquiries about dry leasing, which prompted him to start a new division to meet the demand.

Customers can lease the aircraft for $1,475 (€1,200) plus tax per hour but need to provide their own pilot and pay for fuel, as well as any ATC, landing and parking fees. The lease price includes maintenance and insurance costs. The Boutsen aircraft can be operated only under rules that are equivalent to U.S. FAR Part 91. Pilots flying the Citation II/SP have to hold the appropriate type rating and pilot certificate. According to Boutsen Aviation, its insurance policy fully covers the lease customer for all liability. Just as at Avis or Hertz, the customer receives the aircraft with a full tank of fuel and is responsible for returning it full. Boutsen handles reinvoicing for Eurocontrol en route ATC fees.
