China To Decentralize Landing Rights Process
Private or provincially owned airlines to secure rights through their own aviation authorities

Starting in January Chinese private and provincially owned airlines planning to launch flights to new international destinations will have to apply for and negotiate on their own with their respective aviation authorities to secure the landing rights.
