The Government Accountability Office has confirmed that the required air-tour management plans which are part of the National Parks Air Tour Management Act have not been completed and the act has had little effect on noise in the parks.

Nevertheless, almost six years since the act was passed, the FAA and the Park Service are now taking some steps to implement it. But the pace is such that the industry remains unclear as to how some of its key requirements will be addressed, such as “creating incentives for air-tour operators to adopt quiet-aircraft technology.”

Meanwhile, operators say the delay has limited their ability to make other major decisions, such as expanding or selling their businesses. But it has had the effect of limiting the number of air tours beyond their pre-2000 levels, or expanding to additional parks.
